Establishment and Process of Development
1 Period of Foundation（1979−1987）
The association was inaugurated as a voluntary body in July 1979．
<1> As a result of Japan's remarkable economic growth，serious environmental pollution was noted in 1960s including water contamination and air pollution．
<2>First，systematization of the total contaminants regulation was examined by the government as a measure against water pollution．Then，it was decided to introduce a system for total contaminants regulation in 1983．
<3>On the other hand，diffusion and improvement of techniques to monitor and measure pollution loading amounts become a problem after introduction of the system.
Consequently, the private sector was required to develop automatic water quality measuring units and improve environmental instrumentation technologies．For this purpose，the association was inaugurated through gathering of the companies having the business experience in this field to solve the issue．Since then，The association has been indirectly contributing through its activities to supporting the national environmental preservation policy.

* Holding of the meetings to explain measuring methods for the regulation of total water contaminants
* Public exhibition of water pollution measuring instruments
* Compilation of a manual for maintenance and control of the automatic water quality measuring unit，and holding of nationwide training courses
2 Business expansion（1988）
Through various approaches attempted since its foundation，the association made integrated accomplishments in its development of water quality measuring units as well as improvement and diffusion，of measuring techniques．In response to the social demand for intensifying the measures against air pollution，The association decided in 1988 to expand its business also in the field of environmental air measurement including technical development of environmental air measurement，functional promotion of measuring instruments，and establishment of maintenance and control techniques．
3 Sift to a public corporation（1989）
In addition to the environmental measurement as a measure against water and air pollution，it is necessary to grasp the behaviors and accurately measure quantities and concentrations of various chemical products，particularly harmful microchemical substances such as dioxin．Therefore，to ensure further technical promotion, development and improvement of measuring instruments，it was considered necessary to found a public corporation，expand its organization and institution, and thus contrive technological integration．Then in July 1989 a permit was granted by the Environment
Agency to found a public corporation．
Moreover, in view of the needs of technical cooperation in the environmental field increasingly intensified recently, the association contributed to ensuring technical cooperation in environmental measurement，analysis，etc．through giving supports to training and dispatch of experts．
